Updates for ED Recovery Act Implementation:
Supports activities to reduce shortages of highly qualified teachers in high-need school districts. Eligible applicants are states, or partnerships consisting of high need local educational agencies, teacher preparation institutions, or schools of arts & sciences. Recipients must carry out a needs assessment & then design & implement recruitment activities. ARRA amount: $143 million.

Teacher Quality Partnership Competition
The supplemental funds, appropriated under the American Recovery and Reinvestment Act of 2009 (ARRA), are intended to help stimulate the American economy. The Teacher Quality Partnership program seeks to improve the quality of new teachers working in high-need local educational agencies (LEAs) and high-need schools by creating successful and high-quality model Pre-Baccalaureate Teacher Preparation programs and/or Teaching Residency programs for those qualified to begin teaching. Projects may also include a school leadership component to train superintendents, principals, early childhood educator program directors and other school leaders in high-need or rural LEAs. Initiatives to support development of digital education content, to improve the quality of pre-baccalaureate teacher preparation programs, and/or to enhance the quality of pre-service training for prospective teachers are also supported..The purpose of ARRA is
Award recipients are legally obligated to meet specific reporting requirements established by the Act. Education Recovery Act Summary

ED's portion of ARRA funding is approximately $81.1 billion. The bulk of this amount, approximately $53.6 billion, will be funded directly to states under the State Stabilization Fund. The average award size to states will be approximately $929 million.
Of the $53.6 billion, approximately 81.8 percent of the funds must be used for education-related expenses. The remaining 18.2 percent must be used for other government services, including "modernization, renovation, or repair of public school facilities and institutions of higher education (IHE) facilities, including modernization, renovation, and repairs that are consistent with a recognized green building rating system." Interestingly, the House requested $6 billion specifically for higher education modernization, but that measure did not get past the Senate and therefore was not part of the ARRA.
